Hi,
  1. Would a 650 Watt PSU workable?
  2. Why is the plug head overheating

3. system now is Ryzen 7 3700X with a MSI B450 Tomahawk Max
RAM 8GB X 2 Hyper X
Graphics card is R270 old one.

Solution
Get a new psu 650-1000W that card will burn your old psu so fast as it is old under load. I burned mine with Sapphire Pulse RX Vega 56 and psu was 5 years old Corsair 750W not the highest end, but middle grade psu. Card should work fine with 650W, but old is old. At least try to get one ready for it.
