I have a new motherboard msi x570 edge max and it has a 8 pin and 4 pin cpu power connector. My psu is the Corsair cs750m. Can i use the pci-e 8 pin connector to the 8 pin cpu power connector? Is it the same with the other cable which has a label cpu and it has 4 plus 4 pins and you can combine them make an 8 pin cable? Or they have different voltage and damage the motherboard?

No. EPS connectors will have a different notching. If your PSU lacks the necessary connector for your build, then you're either working with the wrong PSU or you have the wrong components for your PSU.

The 8 and 4 pin motherboard EPS connectors are used for overclocking and powering extra pcie graphics cards. For normal use, the extra 4 pin eps does not need to be used.
As above, use only the EPS cable for the motherboard
