Power supply or graphics card broken?

My computer suddenly no longer boots when the graphics card is connected to the power supply. It used to work fine. All the fans inside my pc spin for like a split second, then stop and nothing happens. Without graphics card my pc boots fine without any problems.

Can anyone help me?

Oh, here are my specs:

power supply: corsair modxstream pro 700w
graphics card: xfx amd radeon hd 6870

It sounds like the power supply might be going out and the graphics card is putting enough stress on it to stop the whole system.
