I have a RM 650w Power Supply for a computer that really only needs around 450w. What is the effect of this?

System:
ASUS 7770 2gb
MSI FM2-A75MA-E35
AMD A4 5300 APU
500 gb Caviar Blue
8 GB of Ram of GDDR3 Vengeance
Corsair RM650watts

 
It doesn't have any negative effect. You will have room for improving your components in the future.
The computer will only take how much it needs. 650w is the total capacity of the PSU, whereas the actual power supplied would be 450w in your case.
 
Dont get the RM series they overly expensive and are not reliable. EVGA G2 or the XFX black edition are better and cheaper.

Edit: didnt read your question carefully, anyways there is not effect on you except that you can do more upgrades and more overclocks.
