Power supply power cord

I have a bfg 450 watt power supply it says that I need a 10 amp 250v power cord but all I have a 10 amp 125v powers cords. Should it still work, atleast power the fan? When I plug it in and connect the green and black wires the fan doesn't even come on. Is it just the cable? My dad recently gave this to me from a pc he built awhile back that's been sitting in the shed. Don't want to spend money if I don't have to but I'd like to use this power supply If I can it has 150 more watts than the power supply I'm currently using.
 
The PSU is one of the most important parts in your computer and can cause some of the biggest issues of broken or not used correctly. Never try and use a PSU with a power cable other then what it is rated for or you can hurt more then just the PSU

What country are you in?
what is the mains voltage?

for a 450 watt PSU at 230 Volts you need about 2 amp and 110 Volts about 4 Amps

so provided the power cable has the correct plug to fit the socket either will do

In most of Europe we use 220, 230 or 240 Volts
In US 110 or 115Volts

check if the PSU has a switch for 230 / 115 volts or works with both voltages

which green & black wires?
The ones for the power suppy test on the 24 pin ATX plug?
If the PSU does not start up it may need a small 12 Volt load such as a case Fan but if it fails to run when switched on it is faulty

What do you mean by main voltage?
It does have a switch for 115/230.
Yes the green and black on the 24 pin.
What do you mean by 12v load?
I know it has electricity flowing through the wire because I did get some sparks when two wires touched. But the fan doesn't come on like my other modified power supply and it doesn't power on the amp either.
 
Guys, all I'm trying to do is see if this power supply still works before I spend money on the power cord. I am not using this in a computer, I am using this to power a car amp.
