Power Supply won't shutoff correctly

When I had windows 7, my computer worked perfectly fine. I upgraded it to windows 10, and almost everything still works fine. Except for when I turn it off. When I turned it off with 7, everything turned off, USB ports included, now when I turn it off, my USB connected peripheral devices remain on. These include: Razer Tiamat headset, Corsair M65 mouse, Logitech G105 keyboard, and my Kraken x61 (connected to a USB header on the motherboard). Additionally, the lights on my graphics card indicating it is being powered are also on. Now, every forum I've found on the subject says that it is "normal" for the PSU to keep the 5V rail powered even when off, but it isn't. It only started happening once I upgraded. I can't figure it out, please help!

Windows 10 Home x64
Asus Radeon R9 270X 4GB DirectCU II Video Card
Corsair Professional 750W 80+ Gold Certified Semi-Modular ATX Power Supply
ASRock 990FX Killer ATX AM3+ Motherboard

Motherboards can come with an 'ErP' option. This is probably disabled in your case which allows USB devices to be charged whilst the computer is powered down. Try enabling this in the BIOS and your problem should be solved. When enabled the following functions may become inactive: power on by Mouse, power on by Keyboard and wake on LAN.
 
Neither of those worked. I uninstalled ASROCK APPCharger, so that should help, but it didn't. I also found another setting to enable/disable is USB PHY. Maybe I'll try that with ASRock APPCharger uninstalled. As of right now though, it's still unsolved.
