Power supply wont turn on

Hello everyone a newb question here
when i plug in the power supply and turn on the switch (the power supply by itself not attached to anything)
the fan doesnt spin or anything? Does it have to be plugged into the components to turn on?
Only my power supply has come so far so i cant test it with the other stuff and im wondering if im just dumb or if the psu is faulty thanks
