Power Supply Zero RPM Fanless Mode?

I'm choosing a power supply for my next build. My main priority is for the machine to be COMPLETELY SILENT during low load operation. By silent I mean completely unable to hear it, due to specific reasons.

Corsair's current units market having an appealing Zero RPM fanless mode which "allows for the fan to remain off at low to medium loads for virtually silent operation."

But I noticed that my current power supply - Corsair CMPSU-650TX - also has this feature. But it's fan is ALWAYS spinning even if my computer is simply sitting awake with no input or processes running.

How could this be? Could someone help me as to why this is or if missing something?
Thanks so much!

I just tested what you said with my PSU and it matches...
I'm having a hard time understanding this concept... If the computer is awake and the processor is active, then there's enough power draw on the power coils and rectifier within the power supply that I would think it would need the fan to turn.

I have heard of the 0dB fan design stuff before but never understood how it would be good for the components within the power supply to not have active airflow.

Take a look at the Tech Specs tab on this page here http://www.corsair.com/en-us/tx650w specifically at the graph showing wattage vs noise levels... It seems that the power supply is never truly silent while operating. Also it says weight: 20... 20 what? Could they not even provide a unit of measuring weight?

I just tested what you said with my PSU and it matches with the specs . Apparently Corsair CMPSU-650TX doesn't have a "Zero RPM " mode. there's only an "Ultra Quite" mode , meaning the fan will always spin . However the RPM will depend on the load.

Well you've just posted proof of a unit running how it's claimed. That settles it for me. The RMi series is actually the series I was looking to buy too so this really helped. Thank you for the clarity.
