I have Corsair CV 450watt 80 plus bronze power supply And core i3 10100 processer, motherboard H510m A, Ram lexar 8 gb 2600mhz (4x4 dual channel),
Ssd 512gb, Hdd 320gb, wire keyboard and mouse , 1 USB wifi dongle , FANS . one 92mm rgb, one 92mm non rgb and one 120mm non rgb , and 1 headphone. I want want to buy Amd Rx 580 8gb variant
Will my power supply handle this 8gb variant. Can my Corsair CV 450 watt 80 plus bronze PSU damage my motherboard or cpu or other components? What if I undervolt gpu will it lower gpu tdp I watched this video.

It should be fine, total system consumption should not be over 400w at most with a RX580, and the PSU is good.

CPU+fans+SSD or HDD+ USB devices... it will be under 150w, and the RX580 less than 200w

Pal a 450 power supply would run a modest rx 580 absolutely fine especially given you use a very modest core i3 cpu with low power draw. Also I would CATEGORICALLY recommend that you DO NOT try to undervolt , underclock , or in any other way fiddle with your new gpu provided you buy one unless you have a good understanding what you are doing.
I recon with your PSU and processor combo you can run even that 3060ti absolutely fine without needing to fiddle with clocks or voltage in any matter. That's bad info, actually. You will need to look into a 65W or higher unit if going for an RTX3060Ti, for the RX580, regardless of the memory, a 600W unit. Wattage alone isn't what people need to look into when purchasing a PSU, you need to look into the innards/quality of the unit. Corsair CX's are a step above the VS/CV units but they are entry level units and not designed to be pushed.

Maybe in some theoretical precautionary sense you may be correct but I searched around for power draws of systems with a rx580 and for example here with a much power hungrier cpu their system drew about 324 watts while gaming :

btw their system used a Intel Core i7-4960X whereas a i3 10100 has power consumption 65watts

The issue is that power draw is not the primary issue that's relevant.
