Firstly, I would like to say that my PC was plugged into a surge protector when this happened. As the title reads, there was a power surge in my neighborhood christmas morning that happened while my computer was on. A few hours pass, and I attempted to boot my computer, which failed multiple times. I found the cause of this was a cord plugged into the front of my pc, which had nothing plugged into the other end. Once I unplugged this cord, everything *seemed* to boot normally.
After my pc was on for a little bit, I noticed my computer was making a weird noise. I looked at the side of my case and my CPU fan was acting very strange and inconsistent. It would spin any of 3 ways: It would attempt to spin full speed and stop itself about a half second in, Spin very very slowly, or not at all. I thought that maybe this could be an issue with my power supply, which would not be a big deal since I planned on upgrading my GPU soon anyways, but there is more.
After a while of inactivity on my computer, I decided to get on just to scroll youtube or do whatever. After some boredom, I opened up FL Studio and began to work on a project. I noticed that every time I would either try to open a plugin or simply click on a sound in the program's built in file browser, the program would either freeze for a while or even crash. I did not think this was normal, and I knew that these plugins and sounds were stored on my Hard Drive. So, I opened up Task Manager in the processes tab, and my E drive shows 100% Active Time. I would like to note that Windows is NOT installed on this drive. After a bit of researching I downloaded CrystalDiskInfo and it did infact show a yellow caution box in the tab for my hard drive. The "damaged" attributes go as follows: Reallocated Sectors Count, Current Pending Sector Count, and Uncorrectable Sector Count. Obviously I am not very hardware smart (otherwise I wouldn't have to make this post) so I do not know what any of this means. I would like to know if anybody has a clue what could be exactly wrong, or if all my parts are damaged, just so I know what needs replacing. There could be more wrong with it, but this is all i've noticed so far.

*TL;DR: power surge in my area damaged pc, cord plugged into pc affected the ability to boot, fan spins incorrectly, slowly, or not at all, and hard drive seems to be failing or damaged*
