The RPi3B+ has 4 USB 2.0 ports, which, in theory means together they require 4 times the current that the port into which your RPi3B+.

So if you're running a bare RPi3B+, yes, but the moment you put something that requires power on either the GPIO or one of the USB ports, then it won't run properly.

I have done this. I added an Arduino Nano (50mA) to a USB Port which in turn operated 4 relays (50mA each). It sort of worked for a brief period.
