Powercolor 6950HD pcs+ vortex-II problem

hello all. first of all I am from Libya and I bought powercolor 6950HD pcs+ vortex-II from egypt. when I went back home I installed the graphic card and run 3dmark then the following day installed steam and played for a few minutes, after that the next thing I know is the screen starting to split and tear, after few days of this issue it starting to split and tear then the game crash and I become forced to restart the pc so that the problem will go away. I have tried
-underclocking - underpowering - turning v-sync on in game and ccc - installing the latest drivers - formatting and installing windows all over again - installing FPS locking applications so that it doesnt exceed 60fps such as amd tray tool -
all this didn`t solve the issue, this problem only occurs when a 3d application is functioning. and sometimes when browsing the internet. I have called powercolor in the USA and said they can replace it for me and have it sent to my relative in the usa. as you all know Libya now is in revolution so shipping companies are not functioning. so there is no way to send it to the usa for a replacement.
I am really desperate and its my frist time to write in this forum, I need help urgently, it would really be appreciated if anyone came up with a solution.

ok here is my specifications
ASROCK-4core 1600 glan motherboard
2xasint 2gb ddr2 1333mhz ram.
pentium dual core e5300 2.6ghz 2mb cache
WD green power 500GB HDD
HEC couger 700cm 80 plus bronze 700watt powersupply.
powercolor 6950HD vortexII pcs+ dirt3 edition.

I tried both windows 7 64bit and window xp 32bit but the problem became worst on xp os.

I know that the processor is bottlenecking the graphic card but am not sure if it`s the one causing the problems. I can upgrade to core 2 quad or core 2 extreme 12mb cache
