PowerColor R9 270 fan pulse during monitor standby

I have a brand new PowerColor R9 270 that is making a pulsing noise from the fans but only when the monitor switches to standby. I checked to make sure there were no cables rubbing. Everything seems to be fine.

Additional detail: The fans (there are two on this card) don't ever stop spinning completely --they just seem to pulse up for maybe 1 second and then pulse back down. This repeats over a 3-5 second cycle.

maybe it's the amd "zero core" (I think that's what it is called) where the card pretty much shuts down while in standby and the fans just pulse occasionally to make sure it doesn't melt itself?

That's interesting. I wasn't aware of that feature. It's probably worth noting that the fans (there are two on this card) don't ever stop spinning completely --they just seem to pulse up for maybe 1 second and then pulse back down. This repeats every three seconds or so. I'll add this detail to the original question. Thanks for your suggestion.
