Powercolor R9 280X temps too high?

hello, this is my first time buying a amd R9 280X and when i use hwmonitor to monitor the temps of my gpu, when on idle, it's 50-60degree already, tried playing dota 2 and the temp raise up to 70!!

is it really normal for this to happen

fan speed is 70%, set with MSI afterburner

70C is fine for gaming. And so is 50C at idle.

Under 60C at idle and 80C gaming is fine for a GPU.
