Not sure which card to get out of these.

Already have a PSU in mind, just to decide on a GPU. Will mainly be playing GTA V.

CPU: i-5 2550K
RAM: 8GB DDR3-1600
MOBO: ASUS P8Z68-V LX
PSU: Antec EarthWatts Platinum Series 650W

R9 290 is the stronger card. But AMD will be releasing new video cards on June 18th and June 24th. You might want to wait and see how those turn out. I expect they will be significantly faster than any of the video cards out right now, but we will need to see the benchmarks, and see how they get priced.

How about a GTX 970? It is more expensive but its power requirement is lower (I believe) so you can pair it with a lower wattage PSU. Or as MarkW suggested you can wait for the release of the new AMD cards since the R9 290 uses an older iteration of GCN which suffers some performance issues including poor tessellation performance (The R9 285 which uses a more recent iteration of the architecture has a vast improved tessellation performance for example). Also with AMD releasing new cards there is a good chance prices of cards from both companies will drop.

The budget is the issue thing. Think he'd be able to run without upgrading his PSU?
