Question Powered devices randomly disconnect

I am having an issue that I cant specifically find an answer to online.
any powered device i plug into a usb port (wireless headphones, wireless mouse, ext hard drive) randomly drops out for 1-10 seconds before automatically reconnecting.
some days are better than others, but eventually it gets so frequent that my pc is almost unusable.

I dont think its a driver issue, I have reinstalled drivers for the mouse and headphones, i even tried wiping the drives completely with a fresh install of windows 10 x64bit.
I also got usb deView and uninstalled all extra/unused drivers to no avail.

I was convinced it was a power/voltage issue, so I purchased a powered usb hub and ran my devices into that - that truly did seem to work for a day or two.

now I'm thinking its my motherboard, since even if powered externally, the devices still have to plug into the motherboard, which may be running bad voltage or something.
I'm also suspicious of my power supply for this reason.
