PowerEdge 1900 Server wont boot

hello, i just recently got my hands on a Dell PowerEdge 1900 second hand and i was wanting to format and re-install a new OS on the thing.

Now when i turn it on the dell bios loading screen is displayed and then as soon as it is loaded it displays the press F10 for boot menu, F11 for ..., and F12 for... Now as soon as it displays those options it immediately turns off and the power light on the front is still green. and in order to boot again i have to hold the power button down for 5 secs, till the light turns off, and press it again to turn it on.

at first i thought it was just a bad boot drive. so i unplugged all the drives and removed the raid controller. thinking this way i could at least get into the bios and change the boot order or something. But that didnt change anything. it still does the same thing, starts bios then shuts off.

is there something im missing here and the bios is shutting the computer off because it thinks something is missing, like a USB key? and if that is the case is there anyway to flash the bios or something so i can at least enter the bios menus? im completely lost here.

Try to reset the BIOS (jumper or take out the CMOS battery). If that does not work, need to try a new motherboard.
