Powerful PC can't run skyrim special edition at ultra

Hey guys, I am having a lot of problems with skyrim special edition. It auto recommended ultra settings so i kept it at that. If i moved the camera to certian high-poly(I think that is what they are called) areas, the fps would drop down into the low 30s. This is crazy because I can run GTA at almost max settings, as well as other graphically intensive games. HELP!!!

MY PC SPECS:
FX-8320 oc'd to 4.8
Asus R9 390 8Gb
8Gb Ripjaw memory

Max GPU Usage: 100%, Average: Around 40%
GPU Clock: 1050Mhz
Max CPU Temp: 67C
Average CPU Usage(Across 8 cores): 62%
CPU Clock(Across all cores, constant): 4700Mhz
FPS when looking around is in low 30s

UPDATE: No thermal throttling is happening, GPU clock is maxed out, same with CPU

my guess is somthing bug in the game, cause a 390 should run it amazingly, the cpu should be the bottle neck in that system

I had the exact same problem, the solution is pretty simple. First go to: Documents/My Games/Skyrim Special Edition and open the SkyrimPrefs.ini. At the bottom of the [Display] section, change iVSyncPresentInterval=1 to iVSyncPresentInterval=0. This will disable Skyrim's built in Vsync which is pretty much trash. Now go to http://www.radeonpro.info/download/ and download Radeon Pro. Once installed, open it up and in the bottom right corner of the program click "32 bit" so it will change to "32/64 bit". Next click "add new profile" near the top and locate both the Skyrim Special Edition exe and the launcher exe. Click either profile and go to the tweaks tab. Make it to where Vsync is always on with the refresh rate to 60hz. Scroll to the bottom and check "Force High Priority". Finally right click the profile you edited and click "apply" and follow the same steps to the other profile. When you launch the game now you should hear a different sound and an FPS counter should show up (you can disable the counter in Radeon Pro's settings). Now you will have Vsync through your graphics drivers which is way better than Skyrim's built in Vsync. My FPS went from dropping to the 30s, to the 50s with the game completely maxed out. You can play with the settings in Radeon Pro, but those settings seem to work the best for me. If all else fails, you will just have to turn down the in-game settings (Godrays specifically).
