Powerful PCI (Not Express.) Graphics Cards?

I was challenged to build a retro gaming beast. I'm only allowed to use a PCI graphics card, not express. Have any recommendations? Tell me the most powerful PCI cards you know!

Edit: By "retro", I mean I have to use old equipment, such as a PCI card, DDR SDRAM, and all that.

IIRC, your "best" options are going to be something along the lines of the PCI variant of a GT520.... or something like an HD5450.

Can you get away with onboard graphics? That will be better than a PCI card.

How retro? an AGP card would be the best bet wouldnt it?

^ indeed an old hd3850 agp version was a beast back in the day - it could actually run crysis playable

Do you have to use old equipment as well ? Cause probably just build a system around AMD 2200G and don't use a external GPU the ipgu should be fast enough for most retro games.
