Powering only GPU w/ mobo

Hello I am thinking that if I use a mini ATX Mobo and a 250 watt power supply to power a GPU then connect the "creation" to a laptop through HDMI or Ethernet would that make a egpu or would there be more to it? I know this probably won't work but I'm still going to ask. Thanks for any answers.
