Not likely to get 400 but you likely can get 200-300 if you are lucky. Look for powerline units based on av2. To get the top speed you are going to need the MIMO version which many times say "1200". There are ones that say 2000 but I don't think they are actually different than the 1200. You will get nowhere near those speeds and what you do get depends on your electical wires.
You can buy powerline units with a Wifi radio in the remote ends. If you use a router make sure you run it as a AP.
If you have TV coax cable in both location you might consider MoCA 2.5 . The very latest units can actually get gigabit speeds. Problem is actiontec who makes most the moca gear seems on only sell the older 2.0 ones. Not sure...
