My router and modem are downstairs in a room on a shelf and I wouldn't be able to run a cable downstairs to the room and plug it in because it's all the way downstairs; too far. So, should I get an powerline starting kit or a wireless wifi adapter? Under $30. Any options? List below

Solution
If you have good wiring, the Powerline would be suitable and the WIFI range extender can give good results if not too many solid walls in the way.

If both rooms have windows , then route the LAN cable outside from the window , no need to run the cable inside the home. you can drill a little hole on the window basement , run the cable then use foam to close the hole.

and dont worry about cable length , you have upto 100m
