PP05 Short Cable Set - Missing Wire?

Might be a noob question, but I recently bought a PP05 short cable set from silverstone it and looks like it is missing 1 wire on my 24 PSU connector. I was wondering if this is normal?

Yes, it is normal. There is one unused pin on the 24 pin connector.
