my pc cant booting the screen is black and the cpu fans run at highest speed what is the problem in my pc

What specs? Have you tried clearing the CMOS (unplug the power cord and remove the CMOS battery for a minute)?

i bought them with 4gb ram a year ago then after two months i bought for them another 4gb ram and gtx 950 graphic card
before few days i turned off the pc normally without any problem then after few hours i run the pc and the problem happened
