Pre-built PC with no motherboard manual?

You really should give more information. From what I can gather though this motherboard is in an Asus G11 ROG Desktop. It is a proprietary motherboard used in prebuilt systems. I think you would have to call Asus to get the motherboard manual. If you are trying to figure out an upgrade I am sure the techs at Asus can help. The same would be for a bios update to run a 7th gen cpu.

How do I know if the BIOS is locked?

On start click on the delete button repeatedly to open the bios. If you can not get into advanced settings it is locked. Is this a mini mb? What is the brand of the Asus computer? Or did you just buy the motherboard used? Also what are you trying to do?

Does it look like this? I should mention overclocking is not going to happen on your motherboard. You can still run a 6700k though.

It's a micro ATX mb and the advanced tab us accessible.

Well at least then you can make some adjustments. Though overclocking the cpu is not one of them.

I am not overclocking but I am going to maybe upgrade to a GTX 1070, and a 650 watt power supply along with the memory and storage. But I'm not sure how much memory the motherboard could handle.
