Can I install a motherboard in a case with the memory and cables to everything but not install the processor or graphics card. (I won't power it on once everything is in)

Yes. If you installing an aftermarket cpu cooler, then you might want to keep the motherboard out of the case until you can install the cpu cooler.

I find it easier to install the memory CPU and Cooler before putting the MB in the case. You can do it either way.
