Prebuilt PC I feel is underperforming

Hi all. So I bought a PC a few months ago, and it's been good but it's had it's majority of frame drops and stutters while gaming. This feels so bad with a 144hz monitor too. It's a prebuilt rig and it's got some nice parts. I'm thinking the stuttering could be due to CPU clocks under 4.0. Which is why I have been considering a liquid cooler for the cpu.

Do prebuilts have unnecessary softwares / applications that could potentially screw with some frames? Or is this simply a cpu problem?

Specs:
Ryzen 7 2700 @3.2Ghz
1070ti
16GB DDR4 Ram
500GB SSD (Almost full)
600W PSU
B350-Gaming motherboard
 
This cpu shouldn't have any problems and is a good match with a 1070 ti. Open task manager and monitor your cpu usage while idle. A healthy pc should hover between 1-3% cpu usage. Yes, pre-built system are used to be loaded with useless apps. Why do you consider upgrading your cooling? What are your cpu temps while idle and while gaming?
