Precision X and Afterburner Capping Frame Rates

So I realized that despite my display being overclocked to 165hz, I was only getting 134fps in all my games. Soon enough I figured out that it was due to me opening either Afterburner or Precision X. I disabled the framerate target in Precision X and this still seems to have no effect. The only thing that got rid of this problem was uninstalling and reinstalling my graphics driver. But as soon as I open Precision X back up the problem returns. This is not good enough for me. I have a custom fan curve that doesn't load in unless Precision X is open. Does anyone know how to fix this issue with Precision X or Afterburner?

So I changed two things. First, I realized that my Precision X settings still kept the framerate target for some reason after I disabled it. Now that I have fixed that it seems to be working. But I also kept the app minimized on opening. I'm not sure which of these is responsible for the fix, but I lean towards thinking it was the framerate target.
