Question Preinstalled Water Blocks question

Gigabyte, Asus, MSI all make graphics cards with the water blocks already installed. How hard is it to make a simple system similar to Corsair's all-in-one system where it's essentially just block and radiator?

Or, is there a way I can manipulate an all-in-one to simply go to the preinstalled water block on the video card?

GPUs already have AIOs on some of them...or maybe I'm not understanding your question?
