Question Pretty weird VGA problem on old pc

I've got an old PC with Celeron on pga478 and 256mb ram. If I connect VGA cable to it, and turn it on there's no any image on screen. Also I noticed that there's no 'no signal' text. But if I first plug monitor to another PC, turn on and then turn off after I got image on it 'no signal' appears on display, and then I can turn on PC, after that connect VGA cable to it and image is here

How long since last time that computer was in known working order ?

So I've just got to check it with another, a lot newer one monitor, and it works fine here. On primary monitor as ig, monitor just stays in power saving mode, and won't go out of it with this pc, but will with another
