Prevent 2 devices to connect to router at the same time

I have an AP D-link DIR-605L and i want to to prevent 2 specific devices(laptop & phone) to connect at the same time to the AP, meaning that if one is connected the other can't connect until the first is disconnected.
I tried setting the same ip address on both devices (static ip), but the DHCP lease time seems to ruin it, as when a device connects it reserves the ip address for the specified lease time or until the AP is restarted.
Any suggestions on how to do that ?

I have roommates and a very limited internet connection, the AP is sharing the connection equivalently between the devices, but as more devices are connected the share is getting smaller, i tried limiting the DHCP range, when as a device is connected it reserves an Ip for a lease time, even after it disconnects which requires restarting the AP.
The point is to make every person able to connect one device at a time.
