Previously working build - now CPU and case fans won't spin and boot problems

I had a new PC that was running fine. I closed the case and moved it. Now it won't boot! Granted I did turn it on for a second to eject a disc out of the drive and didn't shut it down properly... that shouldn't kill it though!

Here's a description:

I powered it on.
Fans would spin for a second then stop - both the CPU and case fans.
Power button would be lit but everything else on the motherboard was dead.
No lights or LED codes. No video from integrated video on mobo.
Pressing and holding the power button would "power it off" but same result when I tried again. The reset button does nothing.

Troubleshooting:
I tried reconnecting all the power cables and removing anything unnecessary. No change.
I grabbed another, known-good PSU and it would boot! But the fans still won't spin. Weird right??

Any ideas? Is this just a case of a bad power supply and me not knowing that it's normal for the CPU and Case fans to not spin?

Solution
I figured it out -
1. The power supply was bad.
2. The fan issue was caused by the IO panel on my specific motherboard. It's the gigabyte Z170x gaming 7 mobo that has the fancy LED lights on the back of the panel. The wire or connector was shorted out. For some reason that caused NONE of the fans to work.
