Question Prime Z390-A Wont boot past DRAM Led light

I got a Prime Z390-A with an Intel I9 9900k combo from Amazon and after installing everything properly I realized its not booting past the DRAM light and shuts off after 5 to 7 Seconds of being on, Ive tried each stick of Ram individually, ive tried no RAM as well, MEMOK on and off. and without the GPU Connected and Ive even reset the CMOS and still nothing, pretty much rebuilt the PC,
