Question Primergy TX200 S5

Hey, im having problems with my pc.

When i try to start it, the mobos D3(BOARD CONDITION) LED is on, and the mobo turns off after a few sec. Cpu fan isnt spinning, psu fan is going. Tried with 1 cpu in a socket and dofferent rams like the system says to use in socket. Still nothing, it has a css prefailute detection button, when i press it it should shay what non css component is bad, but its not doing anything

Has 2x700w hotswap psus, and i have also tried it with a 700w normal psu, please help!

Why "hotswap PSU's"?

No os, no disk, css prefailure detection is a button which i can press to identify the wrong component
