I tried the draft mode on my hp 4650 but it doesn't make much different, I placed a page side by side. do they make a laser with just a black toner?

It may not look a lot different visually, but it IS using less ink.

Black and white laser printers? Sure. Many of them. $80 and up.
Where are you buying?
