hi,
we know that on a mobile device with WiFi and location service ON, the mobile application could obtain your location information for their use. And we can disable the location service to a particular apps.

I'd like to know if it also happens to laptop running on windows 8 or 10 that connects to WiFi. Could the website or software approximate your location and send back to their server for their use? Where is in Windows 8 and Windows 10 to disable location service

my laptop connects to internet ONLY with WiFi egg that uses data SIM card, in that case,
could the websites/applications get my approximate location (town or so) or if they could only know my country?

Thanks again for help.

yes they can get a general location for you.

how close , how accurate is the "general location " obtained from WiFi connection provided by data SIM

Right down to the node you connected to, if it were necessary to dig that far. Relax, you're not that important that someone is going to go to those lengths.
