Private VPN Network Configuration

So my school blocked everything, except google. (ugh)
And just recently they blocked VPNs, now to my suspicion, they blocked the default port that VPNs normally run on. And considering most VPN apps for IOS don't allow you to configure the port, I have resulted to making my own VPN network.


So I made one through the windows vpn (ncpa.cpl) [This is on my laptop btw, my laptop is plugged in to internet and power %100 of the time, because I run my teamspeak server on it, and want to run this on it.

Well after making it and trying to connect on my windows desktop I get this error:

And it won't let me connect VIA IOS either,
I am %99.9 sure I have configured the port forwarding right, considering I am not noob to this sorta thing, but I hit a wall and don't know where to go. Please Help. I will post as many screenshots of things that I can to help you :p

Port forwarding: (The ipv4 for the laptop is 192.168.2.12)
