I have peoblem i have 60 FPS but its looks like 30 FPS


GTX 1650
Intel Core i7 3770s
16 GB RAM DDR 3 2x8
 
Solution
Since your using Nvidia, I presume you're also using Afterburner in some capacity. Afterburner (amongst others like FRAPS and GPUz) can log component stats at user-defined sampling rate to a .csv for more quantifiable analysis.

Important metrics to log:
  • FPS
  • GPU usage %
  • GPU frequency
  • GPU temp
Depending on the results from above you could then look at:
  • CPU usage %
  • CPU frequency
  • CPU temp

60 Hz is lagging (stuttering) 60 FPS looks like 24 FPS
My mouse IS lagging+systém is lagging



144 looks like fine. What is the problém
 
What game(s)?
online or offline gameplay?
What monitor?
Why do you want to use the 60Hz setting on a 144Hz monitor?
If your monitor has FreeSync, is FS possibly being disabled when you switch to the 60Hz profile? Even still, if your monitor is (typical) 48-144Hz VRR, then a 48-60Hz range is going to be hard to stay inside, especially with a 3770S.
Are the in-game settings unchanged between the two refresh settings?
