problem about cpu fan or cpu not working

This has happened to me for a few times already, I turned on my computer which was built less than a month ago and everything works except for the cpu fan not running, the case fans are working and theres RGB color on the motherboard, but no connection signal on the monitor. This happened before as i thought is was a connection problem and it will work if i move the cpu fan cable around. But this time it doesn't seem like a connection problem. Also, the cpu temp is at around 45-50 at idle and sometimes gets up to 75 when running league of legends, i feel like its higher than its supposed to be.
Whats in my computer:
Amd ryzen 7 2700X
Geforce 1070 ti GPU
32GB corsair vengeance
MSI gaming plus mother board
2 TB of HDD and 256 GB of SSD for boot drive
 
Is it a stock CPU fan and do you have it connected to the correct CPU Fan header on your motherboard (per the manual) ? 45-50 degrees is too hot for idle.

Have you tried removing the fan, cleaning off the existing thermal paste and reapplying new thermal paste and reseating ?
 


I just got a replacement on the cpu+cpu fan it the problem is still there, the thermal paste is already on the stock cooler. I am positive that I installed it correctly. Also, I noticed on the motherboard there is a red light that lights up that says CPU beside it when I try to open my computer, and it goes off after a few seconds. Is this a motherboard problem? But its a MSI motherboard and I feel like it shouldn't break off easily since I've been doing everything exceptionally careful
 
Did this issue occur on the old CPU and Fan aswell ?
What are you using to monitor the temps ? If just one app please download HwInfo or Core Temp (both free_ to verify the temps)
Can you physcially not see the fan spinning or are you being alerted ?
 


I use core temp, i dont get any notifys and it just shuts down with me seing cpu fan slowly stopping
 


Yes, thats why im thinking its not a cpu or a cpu fan problem since i replaced both and still no signal, also there's a red light that goes on the motherboard that shows "CPU" beside it. It goes off in a few second, I dont know what thats really for as there are no info about it on the motherboard manual
 
Have you tried connecting the CPU fans header to another fan port on the Motherboard and seeing if the fan spins ? If you get a boot error saying CPU Fan not spinning enter BIOS and disable “CPU Fan” in “Monitor” tab within advanced. Don’t forget to turn it back on after you’ve tested.
If the fan spins then it’s possibly just the CPU Fan header on the Motherboard. A Way to confirm this to plug one of your case fans into the CPU fan socket and see if that spins. Hoping its not a larger motherboard issue, let us know how your testing goes, come back with any questions bud.
