[SOLVED] Problem getting decent FPS on my PC ?

ASUS rog strix 3080
dominator platinum 32g total

i know ive seen allot of people talking about it and not getting correct fps and what not but even before s6 just now its been the same for me i cant go past 150fp its like its stuck and dips all over 120,130,140 etc etc low settings maxed settings don't matter and i have legit tried everything and nothing does crap i honestly dont know what to do and honestly fk should i have to pay someone to optimize something when so many people have same issues yet no fix legit upsetting any thoughts?

currently on 1080p ik the card is for 2k-4k gaming but my only issue is honestly cod warzone , cold war i get over 200 fps and so fourth resident village is fine 220-170 fps etc
Psu corsair rmx 850x
CPU while playing the game bobbles around 60-80% depending on the area temps stay around 53-58C.
GPU between 39-43% usage wont go past 50c stays there or at 49c
SSD around 3%-20% stays low only goes to 20% for a second and back down in certain areas
RAM running game is at 42% about 15.5gb out of 32gb
as to where the games are from ill assume u mean where they are located they are in my SSD Samsung evo

check individual cpu core. my guess is one of the core is at 100%
