Try starting up in "Safe Mode" and see if it will load. If it does then you know there is something on the laptop that is the problem. Virus, malware, bad program, etc. Which you will have to remove to fix the problem. If, however, it won't even start up in "Safe Mode" then you may well either need to completely reset the device, or even have hardware issues. In such a case I would have a tech look at it, or if under warranty still, then contact the manufacturer.
