Question Problem installing/booting with windows 10 on new PC

I built a computer for my wife this morning and started going about trying to install windows 10 from a disk I bought with the parts. Each time I tried booting though I got either the windows logo, where it would freeze with a few dots on screen, or it would get through the logo and a blue screen would pop up.

I tried making a new usb drive with the windows tool, however that gave me the same problems. a blank command prompt named "winpeshl.exe" pops up right before the screen goes blue though and I don't know what to do. The hard drive light is also constantly on. I've been working at this for nearly 4 hours now and not any progress. . .

Edit: I moved boot order around and got the "press any button to boot from cd or dvd" prompt, but it went black after I pressed a button and the hdd light isn't on or flashing

in my other various attempts to get this working, common problems are:
mobo logo freezing with dots, no hdd led
mobo logo freezing without dots, no hdd led
windows logo freezing without dots, no hdd led
windows logo freezing with dots, no hdd led
blue screen with top half taken up with "winpeshl.exe", no hdd led
blank black screen, no hdd led
blank blue screen, no hdd led
blank blue screen, hdd led solid on

once it got bsod with error code "machine check exception" after sitting on the mobo screen for a while
