Problem installing Intel DC P3600 into MSI Z97 PC Mate

Dear community,
I have recently brought Intel DC P3600. Installed this card into second PCIe slot (the first one is busy by GPU) of my MSI Z97 PC Mate.
Once powered-on, the PC does not pass bios checks and basically does not show any signs of life. When I remove Intel DC P3600, all works great. Tried this card in different computer - works great as well.
Is there anything I am doing wrong or it is just not compatible?

Mind sharing your full system's specs? With the GPU out, does the system power up, while you've removed all storage drives as well? Have you tried with the GPU on the lower most slot? On another note, you may want to check and see if you're on the latest BIOS update.

Sure, my full specs:

Motherboard: MSI Z97 PC Mate
CPU: Intel Core i5 4590
Memory: PC3-12800 (mixed - Crucial 2 x 8GB, Kingston 2 x 4GB)
GPU: Asus GeForce GTX 1070
HDD: SanDisk SSD Plus 480GB
PSU: Thermaltake Toughpower 600W

If I missed something important, please let me know.

So far, tried the next:
- Check that the mobo is on the latest Bios
- With GPU and HDD out - tried to plug Intel DC P3600 into each of PCIe slots - first and second

Unfortunately, the result is the same. The system even does not beep.
Only when I unplug Intel DC P3600, the system boots and works as expected.

P..S. I am unable to plug GPU into lower slot, it does not fit the case

Intel DC P3600 is PCIe.

I am confused. The system does not power on when this card is plugged-in. I was not looking to boot from it yet.
