The CPU-World.com web site shows "Supported memory: DDR4-3200, DDR5-5600" for the 13900K so perhaps 4400MT/s DDR4 is not possible without manual tweaking in the BIOS.

Try XMP overclocking with only two DIMMs installed instead of four.

High XMP speeds with 4 DIMMS fitted can be more difficult to achieve than 2 DIMMs, due to the additional load on the Integrated Memory Controller with all four slots filled.

13th Gen's issue is that you can get to high frequencies if you work with 2 sticks of ram. If you want to work with 4 sticks of ram, you need to set your expectations to lower frequencies.

You stated being on BIOS version 1E0. if you flashed the BIOS to the latest version recently, clear the CMOS and then try with X.M.P. If that doesn't work, try and manually set the frequency and voltage in BIOS manually.

Did clear CMOS
voltage
SA AGENT 1.2 - 1.25
VIQQD - 1.35 -1.375
DRM VOLTAGE 1.45 - 1.55
nothing works
Also it's taking to long to post like 3-4 min every power on
The boot to windows in normal but power on and post is very long
