Problem Overclocking EVGA GTX 660 (Core Clock Offset)

PC Specs:
OS: Windows 10 64bit home premium
CPU: Intel i5 3570k oc'd to 4.3ghz at 1.3v
GPU: EVGA GTX 660 SC
MOBO: ASROCK z77 Extreme4
RAM: Corsair Vengeance 2x4gb 1600mhz
HDD: Seagate Barracuda 7200 1TB, Seagate Barracude 7200 2TB
SSD: Crucial M4 256gb
Case Fans: 2x 120mm and 3x 80mm
PSU: Corsair 650TXV2

Above is a gyazo link to a picture of my problem. I apply the core clock and memory clock offsets on Precision X. I then go to check the offsets on GPU-Z to make sure they are applied, and they are. Great that means applying the offsets are working. Next I go to test the overclock with Unigine Valley Benchmark. It is then that I notice the core clock will drop off as much as 300mhz. Dropping all the way down from 1100-1200mhz to 800-900mhz. However, the memory clock offset is not impacted at all? That will stick at 1700mhz. Why is this? Why is my core clock dropping so much once I start and run the benchmark? Yet my memory clock is not affected at all, and how do I fix this? During the benchmark the core clock will fluctuate up and down until it bottoms out below the thousand mhz threshold. My voltage is set at 1.2v, and power target is 170%. As you can see I temporarily have a small core clock offset applied to the GPU. This is to show that even with the extra voltage and power offset. It still can't hold even the small core overclock offset of +24?? I've looked everywhere and have yet to find the answer. Have tried lowering and raising power target, voltage, offsets, lowering CPU voltage on my overclock, Even reinstalling GPU drivers and re flashing GPU bios. Nothing. Very frustrated. WHY IS MY GTX 660 RUNNING AT 900MHZ!?!? I have overclocked a few GPUs and never ran into this problem before.

The only thing I've noticed, is that it seems the core clock will begin to lower around the same time the GPU fan raises towards the 80+% point. Thus making me believe I could have insufficient wattage coming from my PSU. SO I attempted to lower my CPU overclock, giving me back some extra voltage. Still nothing. WHAT IS HAPPENING:??: :fou:

EDIT: JUST TO CLARIFY. I am not experiencing problems with an unstable overclock. The benchmarks run fine. Its the core clock not running at the level that I have it set at. That is the issue at hand.
