Question Problem playing Wolfenstein

I am trying to play Wolfenstein The Old Blood on my RX 460 at ultra. Now this is the same card on which I run Wolfenstein 2 The New Collossus on Mein leben ! if you guys can believe that. The problem is that in the old blood my GPU usage drops to 6% and my fps to 20. I have clean installed drivers and re-installed windows with all possible methods. My windows is up to date and BIOS too( F30).
My specs-
GPU- RX 460 4GB adrenalin 19.4.2
CPU-Ryzen 3 1200
RAM-16GB DDR4
PSU-VS 450 (could this be the culprit?)
Motherboard-AB350M GAMING 3
I renamed the game to x32 but it still does not play well.

Is anybody else with same motherboard from gigabyte having issues like this with their GPU???

First thing, that PSU is more of an expensive paperweight. Second, where did you source the game from?
