I have very frustrating problem with my windows and I really need help with it. The thing just stays there and i cant do anything with it.

Yes, even after installing windows again.

Ok, but how would I prevent this from happening again ? I work in various programs and I would not like to restart my PC every time this is coming up. Is there anything I can do ?

Very often, nearly every time I click something

i would suggest you delete programs you dont need, Defrag your hdd and regedit, scan for virus, do disk clean up( type in start search bar)
