Problem: Please press DEL or F2 to enter UEFI BIOS settings - can't boot

Hello, sorry on low english. I have problem with booting windows OS.
I was recently made first pc build and all component is new, except hdd.

CPU - AMD Athlon X4 950
Motherboard - ASUS TUF B350M plus
BIOS version - 3803 x64

When i turn on pc, only have this message on the screen:
Please press DEL or F2 to enter UEFI BIOS settings

First i thought that hdd was not compatible with motherboard or is some problem with MBR or GPT formatting.
But it's the same with USB/CD live.
The HDD/USB-CD live is recognized in BIOS but when i click on HDD the screen freezes and i can only turn off pc with power button, when i click on USB/CD live it just get back to the start- please press DEL or F2 to enter UEFI BIOS setting.
I have this problem from the beginning when I first time turned on the pc.
I was unplug CMOS battery to reset BIOS, without any effect.
The BIOS is not updated.

Is this software or hardware problem.

On the hdd is windows 7 x64.
I also tried with windows 7 CD live x64, and Ubuntu USB/CD live x64, with same effect.
