Problem turning on pc

Problem turning on pc. I press the power button, nothing happens. I've tried subbing out the psu, and plugging a new i/o power switch into the motherboard with no change. So I think that leaves the motherboard itself as being the problem? I just moved into a new(to me) apartment that doesn't have grounded plugs. But everything was connected to a surge protector could that of caused the problem?

fyi - surge protector is useless without a grounded plug/outlet.
