Problem when cutting energy of PC

Hi everyone
Im having a problem which I don´t know if it is normal or not. Every time I turn off the power supply or disconnect the power cable of my PC, when I turn it on at the next time, it boots upreally slow to the login screen. The normal times are 20 to 30 seconds, but when this happens it takes between 1 or 2 minutes to start!! Any thoughts?

My Rig:
i5 2500k @4.5ghz with cooler master hyper 212 evo
Patriot Viper 2x4gb kit 1600mhz
Asus p8z77-m mobo
MSI GTX 970
ADATA SU650 2.5inch ssd
TOSHIBA 1TB HDD 7200RPM
EVGA 600w 80+ psu
 
Where is Windows located - ssd or hdd?

Anyway - there is little to go on in this case, so I suggest to perform some random checks on your rig:

Check 1 - test RAM
Go get the Ultimate Boot CD - there is the tool Memtest on it to test your RAM. Make Memtest run overnight to see if the RAM is good.

Check 2 - test HDD
From my own experience I know Windows halts when a HDD becomes unresponsive. First off - do you recollect if your computer behaves noticeable slow when HDD is active?
If you dont't - you should still make a check to the HDD s.m.a.r.t. data to see it's condition. If I remember correctly I beleive the programs name is CrystalDisk or similar that have capabilities to check the hdd status.
